Support the implementation of SSP through: Development of SSP documentation; Provision of SSP training; Performance of ICAO SSP Gap Analysis; Development of SSP implementation plan; Development of SSP implementation corrective action plans; Development and implementation of a Safety (Voluntary & Mandatory) reporting system;

Technical Guidance Info

Development of appropriate Technical Guidance Material (TGMs) that facilitate: Implementation of regulations (both for the inspector and the aviation industry); Inspectors oversight tasks; Standardizes/uniform application of the regulatory requirements.

Surveillance Obligations

In order to enhance the efficiency and effectiveness of a CAA, automation is encouraged. Areas of automations that AVSAFE can facilitate include: Oversight Processes – Training, Technical Library, Certification, Surveillance & Resolution of Safety Concerns and Enforcement; Safety Reporting – Mandatory & Voluntary including the management of investigation processes; Aircraft Register – Registration of aircraft and the general management of the register

Resolution of Safety Issues

Support service providers in implementation of SMS by: Development of SMS documentation; Development of an SMS implementation plan Provision of tailored SMS training; Development and implementation of a system for hazard identification;

Licensing & Certifications

Support the certification of regulated entities through: Provision of technical capacity to certificate regulated entities; Provision of On-the-Job Training for CAA personnel to qualify them to undertake certification activities

Qualified Technical Personnel

Development and proposition of: Inspector qualification (in line with realistically available technical resources in the State; Inspector training standards to govern the process of qualifying inspectors; Training programmes and plans to facilitate the process of training inspectors.

Specific Operating Regulations

Review and develop regulatory framework that: Incorporates all applicable ICAO Standards & Recommended Practices (SARPs), Procedures for Air Navigation (PANS) and necessary administrative arrangements;
